AGRICULTURAL COMMISSIONER- K. GRIFFIN
1. Approve the non-monetary Memorandum of Understating (MOU) by and between the County of Monterey, Monterey County Agricultural Commissioner’s Office ("Monterey County"); the County of Santa Cruz, Santa Cruz County Agricultural Commissioner's Office (“Santa Cruz County"); the County of Santa Clara, the Santa Clara County Division of Agriculture (“Santa Clara County"), and the County of San Benito, the San Benito County Department of Agriculture ("San Benito County") for the term of April 15, 2026 through December 31, 2026.This MOU sets forth the agreement among the Parties relating to the collaborative services to be provided to complete the Central Coast Pesticide Disposal Event activities throughout the term of the MOU.
2. Authorize the Agricultural Commissioner to sign the MOU.

BEHAVIORAL HEALTH DEPARTMENT - R. WHITE
1. Approve the San Benito County Behavioral Health County Performance Agreement for Fiscal Year 2026-2029 with the Department of Healthcare Services (DHCS) to allow DHCS to monitor the Behavioral Health Department ensuring it is meeting the conditions and requirements to receive funding for the Counties Specialty Mental Health and Drug Medi-Cal Organized Deliver System programs and services.; and
2. Authorize the board Chair to sign said agreement.

BEHAVIORAL HEALTH DEPARTMENT - R. WHITE 
1. Approve the retroactive Zero-Cost Vehicle Use Standard Agreement with the Department of Health Care Services (DHCS) and San Benito County to utilize DHCS vehicles, awarded through the Behavioral Health Continuum Infrastructure Program (BHCIP) and purchased with Crisis Care Mobile Units (CCMU) funds, for mobile crisis and non-crisis services within the guidelines on vehicle use set forth in the agreement by DHCS, effective July 1, 2025 through June 30, 2031; and
2. Authorize Chair, County Executive Officer, or designee to sign the Agreement and Contractors Certification Clause.

1. Approve retroactive Amendment No. 1 with Evolve Adolescent Behavioral Health for a court ordered 30-day extension of emergency residential treatment for a client of San Benito County Behavioral Health single case agreement for an additional $44,000.00 and a total contract not to exceed amount for $99,000.00 for the term of February 19, 2026, through April 24, 2026; and
2. Authorize Board chair, County Executive Officer, or designee to sign said agreement.

1. Approve Amendment #3 with San Benito Defenders, Inc. (Tier 1 Public Defender - Harry Damkar's Office) to extend the term through June 30, 2028 and increase the annual compensation to $1,045,800.00, for a new not to exceed amount of $4,083,600; and
2. Approve Amendment #1 with Pamela Brown (Tier 2 Public Defender) to extend the term through June 30, 2028 and increase the annual compensation to $252,450.00, for a new not to exceed amount of $960,975.00; and
3. Authorize Chair, County Executive Officer, or designee to sign amendments; and
4. Authorize Issuance of a Request for Proposals (RFP) for Tier 3 Public Defender Conflict Counsel Services.

1. Delegate authority to the County Executive Officer (CEO) or designee(s) to negotiate and execute a two-year agreement with CivicPlus, in an amount not to exceed $60,000.00, for website and document accessibility services (AudioEye and DocAccess), on an urgent basis to comply with the U.S. Department of Justice’s Final Rule to Improve Web and Mobile App Access for People with Disabilities; provided that the agreement shall be subject to review and approval by County Counsel as to legal form prior to execution.

2. Authorize the CEO to sign the agreement, subject to county counsel approval.

Approve the recommendation from the San Benito County Workforce Development Board (WDB) to appoint Ruth Rodgers and Christina Reyes as  Private Sector Representatives and Kendra Bobsin as a Public Sector Representative for a three-year term from March 10, 2026 through March 10, 2029.

1. Approve Amendment #4 with 4LEAF for plan check, Model Water Efficient Landscape Ordinance (MWELO) inspections, and other related planning, building, and code enforcement services in the amount of $200,000.00 for a total contract amount not to exceed $1,545,000.00 and extend the term of the contract through June 30, 2027; and

2. Authorize the Chair, County Executive Officer, or designee to sign said contract amendment.

TREASURER/TAX COLLECTOR/PUBLIC ADMINISTRATOR - M. CASILLAS
Receive and accept the monthly Treasurer's Portfolio Report for the month ending February 28, 2026. The Treasurer's Portfolio Report contains the activities and balances of the operating accounts and the investments of the Treasury. The portfolio, as of February 28, 2026, was $468,401,698. The focus of the Treasurer's portfolio follows Government Code Section 5360 et seq. mandates in the order of 1) safety, 2) liquidity, and 3) return. The Treasurer follows the Board approved Investment Policy of 2026.
